Usually they do. But I think here they got together by the third act.

It's a little complicated with reincarnation and memory losses. But that doesn't hinder there natural feelings. The female lead is also very forward and proactive.

I would say it is kind of slow burn

But when FL figure out her feelings, she doesn't hold back. By the 3rd act and at the end they were really cute.

There was some draggy parts for me where i felt like it was slow....and i felt the sis and the CP was wicked annoying and redundant.
