Actually, other sources count Iran and Afghanistan as being at the top for drug addiction and drug manufacturing and trafficking. So, there's that. The UN says that cannabis is the most used substance worldwide, with almost 200 million people using it worldwide - so, not just in the US.
Also, cannabis is now legal in much of the US, and with some of the most barbaric of the laws gone now, the arrests for possession and usage have steeply declined. Keep in mind that we've got 330,000,000 people in the country, so one million people getting arrested for illegal substances in a country of 330 million isn't that statistically interesting, actually.

Actually you don’t always need to know how to do basic math if you’re a doctor - there are calculators and the math they learn is on a different level and using a different kinds of “intelligence”, so to speak.
