His extra-marital affair was a rumor that was debunked just like the Tang Yi Xin case hence why he isn't on the blacklist. Dude loves his wife too much to ever cheat on her also just like Tang Yi Xin. Their love story in itself is a testimony.

In the book it's more clear but basically Gun is someone who mostly doesn't care-not in a bad way but in a it's too troublesome way. If he wants to do it himself he can. But he finds it troublesome as the only thing he cares about is actual computers etc not phones. So it's not like if he had tried blocking her he wouldn't be able to. It's more he doesn't want to put the effort into doing it because while it's annoying that he keeps getting the messages, actually sitting down to spend the extra second finding out how to use the social media app to block someone, which he will most likely do only once is more troublesome. Hopefully that helps.
