You are right. The fines are more of a joke but I remember posting a while ago about these fines being raised. I think it was last month or so. I have to check. Most probably these scumbags will be charged under the old amounts. There were many changes concerning cyberwreckers : bigger fines, harsher punishment and being charged without the victim's complaint (I guess this was to eliminate the pressure against the victim). Theoretically, things are going well.

🐸Kwon falsely accused a reporter of “taking money for reporting”. The court determined that all of Kwon’s claims were false. According to the verdict, the court ruled: "The defendant (Kwon) defamed the victim (Kang) by stating falsehoods a total of 14 times." He received a summary order to pay a fine of 5 million KRW.
🐸Additionally, Kwon is currently being sued by the former manager of the late actress Kim Sae-ron. Kwon had previously accused the ex-manager of embezzling hospital fees and grooming, but the manager has denied all allegations, calling them baseless.
