It's hard to compare weekend dramas to weekdays, I think it's better to compare those in the same time slots. Father is Strange is a KBS family drama on weekends and that is usually guaranteed 20% from the start. But FIS is really really good.
Right now there isn't really any show getting exceptional ratings, the highest averages around 12-13% for weekday public channel dramas. In the past 2% would be considered a hit for TVN but in recent years 5% have become their new benchmark.
