Tbh I feel like almost eveything up until around episode 6 was a filler, except for the flashback scenes. I wish they'd made Princess Pyeong Gang enter the palace sooner because that's when the plot gets interesting, and I believe that's the main plot in general (her revealing to the king & the others at the palace that she's alive and getting revenge). They could've easily made it into a 16-episode drama (at least from what I've gathered so far). I'd even wanted to drop this drama, but then Pyeong Gang entered the palace and things got more interesting.

Don't trust the ratingson mdl in general* ¯\_(ツ)_/¯ For example, just look at the ratings of Beyond Evil or Kairos. They have a very consistent plot, the atmosphere is on point, but I believe the ratings are lower than they should be (imo) because there's no hot oppar and no romance.
I see people complaining that there is no chemistry between the leads now after the main actor change... Guys, I don't know if you realise, but for ep 7 and 8 (which are the only episodes we've seen with the new actor so far) Na In Woo, Kim So Hyun, Lee Ji Hoon and Choi Yoo Hwa never met on the drama set. So I've really no idea what chemistry you expected to see in ep 7 and 8 when most of the time on the set it was Na In Woo and the camera only (expect for the scenes with the supporting characters). I'd rather wait and judge when we finally see the main actors together when it's clear that the particular scene has been reshot with all the necessary actors present on the set.

Exactly. He had no time to get to know the character he's playing. Not to mention that In Woo's under a lot of pressure and stress for sure, so I won't even be mad if his acting remains stiff for a while. And in ep 8 he had almost none interactions with the other actors (for example as @nane limon pointed out, the scene at the "herbal shop": "Those three (On Dal, Go Geon and Hae Mo Yong) are not seen together in a frame, only from behind and it was actually Ji Soo (from behind)." Na In Woo basically had to shoot the "herbal shop" scene and the forest scene alone, without any real interactions with the actors we saw on the screen in those scenes. So no wonder his acting was kinda off as he had no partner to play out the scenes with.
