You completely described my thoughts. I thought I misunderstood the "I want to be with you" because it's too ambiguous.
At a certain point I assumed that they would tell/show us that Shishio was perhaps bisexual and had fallen in love with Izumi, but this falls down when he himself confirms that he doesn't think he will ever fall in love with a woman.
I just don't get it.
