It wouldn't have made sense for the crown prince to be more mature in this situation. He's a young boy in need of protection from enemies within the Palace. King and Queen hid him, lost their daughter already. He ran away and was rescued by the eldest, this isn't a sexual pairing. Her family was able to hid him as a young female from assassins, him being matured wouldn't have been plausible.
Don't obsess about the arrangement because of the age gap (they haven't shown any physical attraction, relationship).
I haven't watched the latest episode and suspect its the long game the King/Queen have been playing to keep him safe.
