No objection to the first point you made. His mother probably suspects Song Woo Byeok as the murderer (no?) but she does not know that the prosecutor is also responsible.
I know the prosecutor did not recognize him, but Kang Ho did, did he not? If yes, it implies his mother told him about the case and the presumed suicide and that Song Woo Byeok is behind all of this. So Kang Ho getting close to Song Woo Byeok has to be part of his plan. Thats my impression till yet.

Well it*s probably not just a "scarf", but a very expensive scarf and she seems a bit airheaded so I actually believe that people would get out of the car to get the scarf.

I also think that the accident was in fact not planned. But I cant believe that Kang Ho does not know that Song Woo Byeok killed his father ("indirectly" since his father presumably commiteed suicide). When Kang Ho was introduced to the prosecutor for the first time he was going o tell him, that his father had met him before I believe ( since the prosecutor thought he had met him somewhere before), that means Kang Ho knows about the case which cost his fathers life (even if he doesnt know about the murder yet)
It was very good (nearly cried at the end),but it had so much more potential and so much story telling and character arcs were missing; lets see what they do in the second part.
Especially upset that I really didnt feel much for the ML, i was more invested in his brothers story
