Also, to add on to my previous comment: this is why it's said to call 911/112/etc. If you're unsure, tell them.…
I waited till now to reply, because I just had an CPR-course ( I am a med student in my fourth year btw) and at my university we are taught, that if the person is not breathing, we ought to start CPR and if the person is actually breathing, we should take action according to "ABCDE" :)
But thanks for your reply; I remember one student asking what actually happens if we accidently break a rip and the doctor replied that a living person with a broken rib is actually better than a dead one .. lol ^

maybe I didn't read it right but what do mean by : "Only do CPR if you are one hundred percent sure that the person’s heart is not beating."
I should do CPR if the person does not respond and if their breathing is shallow, shouldn't I?
If the heart's not beating, then that person is actually dead, although to be sure of that, you would have to do a ECG
