From what I have understood of Thai ET industry,this is how it functions - Each actor has a manager who negotiates his dates and fees with two entities - the Channel and the Production companies. In Thailand the channels act as talent agencies and its their job to provide a minimum amount of work to each of its talents. The channels also take a cut from the actor's fees and it also needs to approve any new endorsements that an actor gets. The Managers too take a cut from the actor's fees based on negotiated contracts.
In south korea the talent agencies assign managers to the talents but in Thailand the actors are free to chose their own managers. They can even choose their own relatives as managers. Most actresses have their moms as their managers. In SK the channels stay away from managing careers and instead focus on the dramas and other TV content. Here in Thailand apart from deciding on lakorns and other TV content,they have to manage careers of actors.
In thailand the channels give work mostly for the people who have contracts with them. Freelancers are usually given supportive roles and only in very rare circumstances a freelancer gets lead roles. But in case of movies,a CH3 actor can work with CH7 actress or any other actress because movies don't depend on TV stations. But the actors still need approval from their respective channels to work in a movie.
