That's how I see it, yes. Without Feng Yin's soul piece entering it, it wouldn't have hatched. As for how Ah Yu was hatched, I m not sure, but YuanQi has something to do with it and he has the power of Chaos.
I also want to point out another funny thing. The phoenix is the true god's personal pet/ride. (Shanggu's pet in ALP eloped with that immortal we saw guarding that tree) Ah Yin was Gu Jin's pet (for a while) too. Ha.
Three things Gu Jin owed Hua Shu to make him unable to punish her:
1) He mistakenly thinks he owes his life to Hua Shu during that time when FengYin saved him. He's unable to get past this gratitude.
2) Hw owes Hua Shu a favor when he asked her for the ingredient to make the magic elixir for AhYin. Hua Shu asks for his help in a future date.
3) Hua Shu's husband, Acting Heavenly Emperor Lian Feng, gave Gu Jin the last bottle of magic Cure-All for Ah Yin. Later, he died without this magic Cure-All. Hua Shu blamed her loss of her husband to this and gained much sympathy among the realm.
Supposedly, Hua Shu was able to leapfrog over the other four powerful elders because of being the widow and the fact that the four elders, plus the Phoenix Queen (the current Heavenly Empress) had used up a lot of their powers during the war and needed to recuperate.
Why Acting Heavenly Emperor? Because Empress Feng Yuan was still the Empress and she had been cultivating and also helping Gu Jin/Yuan Qi find the traitor in the Heavenly Realm. Also, everyone was waiting for the Phoenix Feng Yin to come back to take her place. The Bad Guys are counting on her not returning. Meanwhile Ms Bitchcovk was also hoping for a marriage union with Yuan Qi to strengthen her claim to the throne.
How was Feng Yin finally able to return? Simple. Ah Yin's soul held the final FengYin soul piece. Ah Yin must die. Really die, not going back for more reincarnations all the time. That last time, when YuanQi tried with all his powers and soul essence, Ah Yin really DID die (in the book, she was a stillborn child, if I remember correctly but I could be wrong because I've read too many xianxia stories haha). This death freed that last soul piece and voila, Feng Yin jie jie hui lai le (Sister FY returns).
