Why would it be a torrid romance, I think a slight romance works without taking from what the drama is about corruption, thrill, politics as the center. So when you say it would be a torrid romance I don't see the reason especially since they have chemistry. I understand a full on romance would not work but something a subtle one would not only work but enhance the drama.
