That's very understandable to not want to see power imbalance, and definitely disturbing about women getting murdered, but I'd like to think that an age gap of 10+ years doesn't necessarily equal a power imbalance. In the few BL I've seen with this theme (Old Fashion Cupcake, Moonlight Chicken), it's the older man who is trying to convince the younger one that he's not worth his time, too old, etc. and not pushing himself on the younger one or making him feel like he "had" to return his advances. Also, I think that there are age gaps like this IRL and I'd hate to think that all of those couples have a power imbalance.
I totally hear you about feeling that the sober (or at least less drunk) one having the character to put a stop to things, but I don't know if you've ever been in a situation like that IRL but it's hard. Also, can we really expect to see two people always completely sober when they have sex? I don't think that's what you're saying should happen and I think that if the drunken one was like passed out it would be super clear that it's wrong, but to me a lot of what I see with drunken characters is in a gray area, but maybe that's just me.

And that's totally fair! I was thinking about the age gap thing the other day and I realized that (and I know I haven't seen nearly as many BL series as most others) for the most part, the age gap, when there is one, is usually around 10 years. But in Western movies/dramas when there's an age gap between an older man and a younger woman, it's often 20+ years, like a man in his 50s or even 60s and a woman in her 30s, or 40s/20s. So maybe because I'm used to seeing that a 10-year age gap doesn't really faze me, though yes, in Kiseki the fact that Zong Yi is 17 is something else.
And fair point about the scene where Chen Yi is definitely drunk! Again, I feel like that's something we see reasonably often in BL, and I feel like they get "around" the consent issue by making it clear that the drunken/drugged/whatever person is eager to go ahead with it, though yes, that's where the consent issue comes in. I have yet to see a scene where the sober person is coming onto the messed up person and the latter says no, pushes them away, etc. But again, I haven't seen very many series yet.

When I started watching this series, I was thrown by the fact that they made ZhongYi 17 and that he himself kept saying he was a minor, and then I looked up the drinking age and the age of consent in Taiwan, and they are different (at least according to what I saw, but I do not live in Taiwan). The drinking age is 18 and the age of consent is 16, so yes, he is a minor for some things but supposedly not for sexual matters (but yes, they are skirting the line very closely).
