I really hope it's a Sherlock-Moriarty type. They always write Sherlock type of stories but no Moriarty, it was always just a genius villain. I want to see a Korean Moriarty, obsessed with his equal and opposite. Trying to prove he is better but won't defeat the Sherlock-type because he knows his existence will be meaningless. π
I think the Americans did something like that, was it "Broken Glass"? It was a movie. There's an equal and opposite of a hero and a villain to keep the balance. If one doesn't exist, the other withers.

Probably the FL wasn't part of the plan. But the killer watching her quietly was suspicious. It appears that they did plan for her to see it to trigger her deduction capabilities.
And they need to control someone in the police to be able to play with the FL (whatever their objective is).
Of course, I'm not saying it's the correct or most plausible theory. Not at all. Rather, there in mystery and crime genres, it's common for all characters to be involved, and so far, the two psychs are practically "extras".
Most especially the male psych. If he's only an extra, they wouldn't hire an experienced actor. The actor is known for his mysterious and poker face acting. They casted him specifically for that role. π

You have intro phase, the conflict phase, and the solution phase. Then each phase can be further divided to build up the story.
In writing courses, you won't get a passing score if you submit a story as plain as what you suggested.
If anything, I'm suspecting that the writer used the Snowflake method. It's one of the hardest writing method to use. However, it is commonly used in mystery, suspense, and crime genres, because it makes it easier to divide each phase further. Like you said, "small mug up stories to catch small killers".

It sounds ominous. π It's like, only Day should do the solution, if it's Night, they'll be stuck in the same loop like him and the Doctor?
The writer sure knows how to keep us guessing. Hahaha.
