Are their parents alive? So they are actually full brothers but have different surnames? I thought they were half-brothers...Complicated…
Not sure if their parents are still alive, but yes, they are full brothers. It was mentioned casually only once but I don't remember at which part.

From the setting, we know that Zhou family is a rich powerful family in Hai city and Shen family is as rich and powerful in Bei city. Zhou is their father's surname and Shen is their mother's surname.

It is actually not uncommon to have 2 or more biological brothers/sisters to have different surnames (one father's, one mother's) if the family from their mother's side do not have a son to continue their bloodline/heritage. I assumed their WaiGong/外公 only have one child (Jing Su & Jing Si's mother), so both family decided to register the other child with their mother's surname.
So, for example in this drama, Zhou Jing Su will inherit and handle Zhou business and property from his Hai city grandpa (father's side/祖父) & Shen Jing Si will inherit Shen business etc. from his Bei city's grandpa (mother's side/外公）.
