From what I understand, the apartment is one of the most affected place bcs of the distribution of the pill there, when Tae Seok told them SK is having martial law I think he lied only to the people of the apartment so that they would be more controlled. So the apartment are purposely isolated from the rest of the country so TS can observe the mutation that happened to the people there and also to help the creation of antibodies from any of the residents (which in this case, SB got it) but this is only from my understanding lol
