I think BLY felt guilty for breaking up with GH by making him believe he had died, so he did this to make sure GH had a happy life.
The general agreed because after the incident where his son almost died, he became softer and didn't want to risk something happening to GH in the army.

Yes they do. Don’t listen to the haters. They are together at the end of the first season. BLY’s exgirlfriend appears in the last 5 seconds of the last episode. Sadly, the series was cancelled due to China antigay regulations. But the last episode is very satisfying. They also ended up together in the novel, they marry each other in the end after a 8 years time skip
