I think they use a translator tool (such as Google Translate) first, and then edit it to perfection later. It is easy to edit translations for modern dramas. Most of them can be translated literally. But for historical /costume drama, it is more tricky. Better to hire people who understand Chinese language and context plus fluent in English or other languages.

We have heard that certain countries have banned this and that shows, making it hard to watch legally. But we can watch that illegal stuffs in other foreign countries.

Yeay maybe. actors have liberty to do fake kiss if they're not comfortable with their oppositepartner or they have other reasons such as already being married in real life. Some of lakorn fans may view them as unprofessional but doing real kisses in lakorn is not compulsory. The most important thing is how they deliver the character so the plot will be believable.
Anyway I have heard that certain tv channel has a policy that forbids real kissess.
