I love the Empress Dowager. I don't know but somehow, I understand her actions. In my point of view, she tried to hold the ministries power so that Zhao Zhen will not be a puppet Emperor. She knows best on how to manage the ministry that's why the late Emperor really trusted her.
The Imperial attire was her last wish to remember her reign and I'm glad that Zhao Zhen grant ed it.
