it isn't an issue, it is just how person rates it - for exemple with those story holes some persons rate it 4 while others rate it 8 because it does not bother them - that's how it works

the rating is not complicated, it is just basic math of average - many just rated it low because of whatever *toxic* and such when it is rated as a 18+ series with trigger warning - and others just did not like it
