I'm pretty sure he didn't kill them. In episode 8, there's a scene where Kang Ho is talking to someone on the phone and he says something like "make sure the baby is dressed warmly, I'll pick you up at 8 p.m". I think he was secretly talking with the mother, making arrangements to fake the "homicide" in front of the camera while she and the baby were somewhere safe.
