I understand why he refuses to carry a gun, it's out of attachment for the way things were done in 1986, but the rest i agree.
Personally I think the plot is both. He wants to do his duty and catch the killer that escaped him in the past and then once he's sure he's locked away go back to his wife in the past?
Although that also bothers me, as someone who has watched a shit ton of time travel things, you can't just go back to the past. He would end up changing the entire timeline and everything in the future would change.
