My guess is that him and the cop teamed up for some revenge plot, probably stemming from some trauma they were both involved in, and they had a list of 7 people to kill and they've gotten through 4 so far

that would make sense because at the end of episode two when joon hyuk had those flashes of memories, they were memories that belonged to woo jin. it was the scene with woo jin and jung yeon in the police station, bum gyun was missing at the time.
ALSO I'D LIKE TO TALK ABOUT THIS PROFESSOR WHO WORKS IN THE UNIVERSITY IN BETA PROJECT I KNOW I'VE SEEN HIM BEFORE IN A LOT OF STUFF WHY WOULD THEY CAST HIM IF THE ROLE WASN'T SIGNIFICANT
