im sure there are plot holes but the ones you listed arent. during the first night almost immediately after alarming the mafia about the broken rule, juwon was killed. they know that theyre supposed to kill one person but they dont know if theyre allowed to kill multiple and none of them are willing to risk being killed to try it out. dabeom specifically mentions yujun being killed when he suggests killing everyone because that proved to him that they wouldnt be eliminated for killing multiple people. even then, he still waited until jung won confirmed she killed juhnee, meaning that if it was against the rules, she would be the one killed rather than him.

im not sure what juwon being eliminated has to do with dabeom trying to kill jung won. juwon was eliminated because the mafia broke a rule. dabeom was warned that he would be killed for killing jung won because it would break a rule. i dont really see what needs to be explained there

also about the investigating, i feel like they were more worried about surviving than investigating since its difficult to believe investigating will help your odds of survival when you can be made to kill yourself at any given moment. as i was watching, i got kinda annoyed at the detective subplot because i just knew there was no way itd amount to anything considering the amount of control the creators seemed to have over them but thats just me
