I think in one of the prior episodes (I can't remember exactly which episode) Heo Yeom says that there are only two people that have mastered Hwansu - The original leader Seo Gyeong and another person that he does not name. The other person I believe is Master Lee. So no, I don't think Jang Kang mastered Hwansu.

Well he has mastered Hwansu and has "God-level" power, so anything is possible for him.
