I asked the same question about what is "Danju" and "Gwanju" and what are the responsibilities of these positions or their roles in the grand scheme of things, but didn't get a satisfactory answer from anyone. Hopefully someone can chime in.
So, real Mu-Deok can block souls from shifting. Does this mean she willingly stepped in to be possessed by Naksu?

It is not clear if by extension of these functions one could also block souls from shifting but it is quite possible. Once the connection between the ice stone and Mu Deok becomes clearer it might help answer your question.
I personally thought it was cheating but not for the reasons that Jin Mu seemed to be bringing up.
When it rains it rains for both the duelers, not for one. Rain is not a person and it does not discriminate between the duelers. Rain would provide equal opportunities to the dueler should they chose to use it. What happened is different where a person (not an inanimate object like rain) who fully knew and understood the rules of the game provided a physical assist to one (not both, but just one) of the duelers. That is cheating. So your rain analogy is not quite justified in my opinion. But I think I've made my point and let's just move on.
