I think she said one needs to master Chisu in order to climb up the tree because there are no branches at the top of the tree and hence one needs to use one's energy to create a foothold. Hence Chisu - The ability to control the energy in the atmosphere.

About why was Mu Deok blind and her secret identity. It is not clear if she really was blind or if she was pretending to be blind. But if she really was blind then your question doesn't make sense. That is like asking why are blind people blind? You know what I mean.
Also there is almost universal speculation that Mu Deok's "secret identity" is that she is the long lost eldest Jin daughter.
