It depends where the webtoon/manga is from. In China BL & GL are technically M/M & W/W romance but since there’s a lot of censorship, especially the live adaptation. It’s more like Shonen/Shojo ai where it’s not overt? Although it’s queer coded/queer characters.
For Korean Webtoon, BL & GL are more explicit & graphic & most of them are erotica. Almost like Yaoi & Yuri from Japan.
In Japan, BL & GL are like Yaoi & Yuri, most are explicit-erotic content. Then there’s Shonen/Shoujo ai.
There are definitely manga & webtoons that has queer characters, queer romance, etc. that exist but don’t market themselves as BL/GL. A few manga examples of this would be - boys run the riot, our dreams at dusk, my lesbian experience with loneliness, my brothers husband, the bride was a boy, wandering son. JN would fall under- similar to these types of series. Most of these series are considered seinen but still queer works.
Edit: The manga series I mentioned above, some of them are written by creators who are lgbtq+. Definitely recommend reading them.
