The production company and ENA barely promoted this drama lol. It’s the viewers that made it a hit. I mean it garnered over 4.5 million views in its finale. It was word of mouth that got people watching. It went from 0% rating to 17%. So the hype was built up. Whether you like it or not it’s subjective but it is considered a commercial box office hit in SK and internationally.

She also had IJ signed papers (to move slush funds around) without IJ knowing. If HW was found out moving slush funds by the government, IJ would have taken the fall for it since everything is under her name.
