It still has a lot of practical effects though. If you think that this is the antithesis of tokusatsu, Ultraman and Garo also used "fake backgrounds" and CGI much more than Kamen Rider and Super Sentai and they still looks like toku.

That's the kind of thing you'd expect from someone who doesn't watch and/or doesn't even know what tokusatsu is. It's probably someone who thinks it sucks because "the special effects are bad".

If it was up to me, the leader would still be a White Ranger and the Red Ranger would be female. As the franchise is trying to reinvent itself, this is something they should've done (at least the Pink Ranger is male).
I think they are great, but they are "very japanese" for some people. Although I think if I seen this without any context, only the OniSister would look good for me. At least the villains' suits are simply amazing.

Kamen Rider always had "bad" CGI. So far, this only happened in the Remix forms. The special effects on episode 4 were great (especially in the Ptera Genome henshin sequence).

You can watch any Kamen Rider without watching a previous one. The only exceptions are Decade and Zi-O, mostly because they have a lot of fanservice about the other series. But if you don't care about this, you can watch them anyway.
If you're gonna watch this, I suggest you to search about the Bootstrap Paradox. Otherwise, the way how they get the Ridewatches won't make any sense. And it's a pity the series doesn't even bother to give a better explaination to the watchers.
