What was mentioned was their own judgement and opinion based on their own standard. They didn't specify what exactly would constitue as bl but from what i gathered they are of the stance that any attempts from the chinese so far was not good enough, only crumbs. Effort be damned.
This, personally, i disagree. Considering their climate i do not put chinese censored bl in a lesser category. I really appreciate what the teams do despite the risk and have no problem calling this bl and recommending this as one to my peers.

So those "why it's not bls" was their own conclusion conjectured from their very own personal experience and expectation. They're not wrong but that doesn't mean they are the only correct one and others must be wrong. this is so funny bcs if you are a regular viewer of cdramas this type of last episode/ending happens too often even in het dramas, it should be expected at this point everytime you watch a new one. but im still very depressed. i got too sucked in into their sweetness i forgot reality lol
