Definitely a trope from what I've seen. In Japan (especially the big cities) most people tend to mind their own business and keep their heads down.
Even during nomikai 飲み会 (drinking parties) when people let loose, they'll tend to stick with their own group, perhaps be noisy altogether. But not likely to bother others
