i haven't watched the last 4 episodes released yet ( waiting for last ep to binge watch ) but i accidently watched the very beginning of ep 9 but please someone tell me issei is not evil and just acting T_T

well its because what happened in the real case what exactly that! a mess and unsatisfying. I actually like how they showed it and it actually did convey how much of a chaos the investigation process, arrest, and the over all police organization were at that time.
