August 9th is just a rumored date, also there hasn't been any official announcements made by Tencent. I think the drama will air before Chinese valentine's day. Also, there apparently are some difficulties in finding time slots to air this drama on satellite tv. I don't think they want to just make this a webdrama. Who knows though, maybe they will release it as a webdrama and then air it later on satellite tv.

There hasn't been any official date given, but there's like a REALLLLY high chance it will air in August. (I'm pretty confident it will air in August.) Also, the Tencent conference was them announcing 2021 stuff and trailers/posters so OOL is not included.
