The problem is dubbing costume is much harder than modern. Many actors only go from one filming to another without taking time to train to lose their accent and train to dub for various type of drama. It can take years to master dubbing. If their voice is really bad or bad pacing, I would rather hear VA voice.

This is common, many pp score even bfr the film started with 1star, douban got punished often by the C Gov, but nothing change. The more popular the actor usually the lower the rating. However Douban is still used as the benchmark rating in China

Douban the most important rating in China. It does affect whether or not, it gets pick up by TV stations for re broadcast and actor getting awards. If V popular but douban rating is low, then it is still not good.
Sometimes VA is really good. When watching ATWIL, often time his VA voice is v close and we like, no that's LYX voice but no, he got covid lock down for 1 month can't dub.
