Each streaming platform has its own budget system. For example, iQIYI doesn’t really do S+ level dramas — their highest is usually S. But that doesn’t mean their S-level dramas are lower quality than Tencent’s S+ ones. In general, S or S+ dramas tend to use a lot of CGI. So if you see something with really high-quality CGI, like Love Between Fairy and Devil, it’s probably got an S+ budget. Compare that to something like Back to the Brink, which is more of an A-level production.
People are surprised this isn't S+ considering how well the show is and how amazing their clothes are, but actually a lot of the set and the clothing is borrowed. Goes to show that 2 amazing actors don't need a crazy budget to be able to make an amazing drama.
