When pp confess they usually use" wo xihuan ni", when they are already couples, they say "wo ai ni". It also depend pp's character. If the other side is very open and extrovert, you can use "wo ai ni" for first time confess. But Chinese pp rarely say things too abrupt or too directly. Even when pp say "wo xihuan ni ", all understand what it means.
