I think you haven't watched episode 10 yet. That's why you aren't able to infere with what they are trying state. Apparently the game was created by a host. It's said that the host who created this game aka Park se eun was killed or forced to commit suicide. So she created this game. She gave the role of mafia to all those students who actually killed her or played a major role in her death. So frankly speaking, students who got the role of mafia, are also bad guys in real life, since they forced a girl to death. And these mafia were ruthless enough to frame everyone else. And just for the info, none of the mafia killed themselves. Atleast according to what I remember, none of the mafia killed themselves.
Those who died without being voted out, died due to the rule which states that they need to eliminate a citizen to be alive.

Ofc, we don't know if they really bullied the girl badly, or was she being delululu. But, if they did cause a girl in commit suicide, then they should die.
