That's exactly it. Serial killers are like that. Once they latch onto a victim that gets away, they do everything in their power to chase after them. She was his unfinished business; Sunjae, on the other hand, put him in jail. He's had a life long vendetta against the both of them 15 years later.
Also, it's not even that hard to put two and two together considering episode 8 is a revisit of episode 1. The concert. Sol not being able to watch the show. Youngsoo knocking Sol's phone out of her hands. The door bell. You also see Youngsoo hanging outside Sol's apartment, and once he sees Sunjae, he went after him.
The only difference in their accident is that Sunjae was drinking and drank pills, which is why it was harder for him to fight off Youngsoo. In episode 8, he was able to fight him off but got stab either way. (Much like he did in episode 13). It's always Kim Youngsoo that goes after Sunjae. Always.
