The ending of them being finally together in the afterlife especially makes sense since as a king, the nation also has to be focused on and family can’t be the number 1 priority. As a concubine and court lady, San was never able to be completely Deok Im’s despite her being his one and only true love. I can see why she never said she loved him until her deathbed (indirectly) since it would’ve been even more heartbreaking for her.
