Not guaranteed yet. Yoo Jung and Jo Yeon Hee ended up becoming concubines. The reasoning was for there to be a 3 year mourning period for the previous Queen Yoon since she recently passed away. So in the drama, after 3 years, Yoo Jung or Jo Yeon Hee will be selected as the queen.
