The 🚕 always murdered Sunjae because in all the timelines except the last one, it was Sunjae's meddling that sent him to jail in 2008/ 2009.
Even in the original timeline, they never really revealed the autopsy results since Sol never stayed long enough in the present to find out. It was just assumed it was a suicide since there was no sign of foul play (the understanding is that Sunjae was drugged and pushed down the balcony similar to how the driver tried to drug him in ep 9)

Taesung and Sol being besties in the final timeline - Sol avoiding Sunjae doesn't affect her friendship with Taesung since KTS and Sunjae weren't friends. Sol's main objective was saving Sunjae but she also wanted to make sure her family and friends were "saved" in their own way too so she just made sure to repeat some of the changes she did to everybody while still avoiding Sunjae.

It's been a while since i watched the show but the understanding is that the other person must hear her "spoilers" for time to stop. Since 🚕 is in the vehicle he can't hear her clearly even if she did yell. It would have just slowed her down further so she didn't attempt it.
Also realistically speaking, when Sol got caught by the driver while he was driving the taxi, she had just recovered a bit of her memories and was in a shocked/ disoriented state. So it's unlikely she would have remembered her power. By the time she woke up, it was too late.

(That's why Bael exciled Justicia and her minion in ep 1, since allegedly you can't reverse a sentence once the seal is used).
