Ep 4 explains it. If the loan shark is corrupt, even if it's illegal, some sharks might still try to harrass the family. If the family is already vulnerable and they realize that the police are not that helpful, they'll fold and pay somehow. It's essentially emotional blackmail too since not all runaway debtors would let their family suffer.
