Court filings are public documents and all will be clear in another day or so. I think you may very well be correct, but ambiguity remains. GM/KSH's lawyer said they filed both a criminal complaint and a civil lawsuit. I am waiting to read the charges from both and until then I can only assume the 12b krw damages are associated with the criminal complaint, but it could be the civil one. (Less likely but also possible is the amount being split between them.)

Also, keep in mind that any defamation lawsuit invites discovery!

Quite so. Koreaboo is calling it a "damage lawsuit" not a "defamation lawsuit" but I'm still waiting for confirmation. (A damage lawsuit would still need to stipulate cause, and what could that be besides defamation? We should have a firm idea by tomorrow.)

What I do see is a similarity between the two lawsuits.

Last year, GM filed massive $700m lawsuit against KSR. KSH's agency knew she could never pay it. It was designed to shut her up.

Today, GM filed a massive $12b lawsuit against KSR's family. Again, the agency knows they can never afford to pay it. It is merely another act of strategic litigation intended to shut them up!

Do you think that GM expects to be able to collect this amount from, or is their intention merely to strategically put fear into the defendants causing them to cease and desist?

Also, a defamation lawsuit allows the defense "discovery", opening up GM's (and KSH's) relevant work products (contracts, internal & external communications), etc. This could open up a whole can of worms for the Agency, if true!

This is ambiguous. I'm seeing some reports (eg. Kbizboom) claiming that the lawyer (who followed KSH) said "defamation lawsuit", but the translation of the speech by Korea JoonGang Daily does not.:
