I think its because the theme of this story is rivalry so instead of power couple the writer makes them enemies or allies with different goal and method that's why untill the end they will clash with each other. Even if she sit at the ED throne, she has no power from military or politically. Its too trusting to assume that people will let The Grandson to govern peacefully without bad people trying to vie for power. Pei Yuan has Zhenxi Army but I think he's weak politically.
