Huh? I believed Crowned Clown was based on the 'rumors' around at that time. If you look at 01:14:19 of episode 16 in The Crowned Clown, the epilogue text says people believed the King was replaced by the Clown. But I do not know if this text was part of the story or is an epilogue text.
That is what I believed till date. I didn't know it was inspired by Mark Twain.

Misconduct? Yes. Harassment? No, not every case; both cases you mentioned were consensual. Generally, these cases are handled by the HR, not by a dedicated ‘investigation department’, unless this is something that happens on the daily.

We see the ML going out of office hours trying to dig up dirt on the FL. If we're talking about 'reality' as you mentioned, then this is clearly a breach of privacy, a very serious breach, as we saw by the end of the episode.
