While I agree to an extent, I think you're comparing a fictional setup set in Asia to how institutions are expected to operate in the US. Not every police department or crime bureau functions the same way, and unfortunately corruption, bureaucracy, different policing practices, and even societal attitudes can influence how situations unfold.
As for the lethal force point, yes, that's how it would likely play out in many parts of the US. But this wasn't the US, and it wasn't even a typical police confrontation. At that moment, it was just the two of them, no one else knew where they were, and neither side initially had a firearm drawn. Soojin reacted the way she did, but what confused me more was Chaeha. She had plenty of time to try and disarm Soojin—or at least intervene—while Taeseon/Prosecutor Ju was busy wrestling with and trying to subdue her. That felt like the bigger missed opportunity to me.
