I agree with you about the plot and writing and I also watched this for the ml as he's extremely hot. But about the pigeon blood tattoo, It's true. A pigeon blood tattoo is a real thing and it is known as an invisible tattoo that only is visible when that person drinks alcohol or gets emotional/excited. And the whole purpose of such type of tattoo in this story is because as he's the governor and the seal which is supposed to be the tool used to represent power and control over others it has to be significantly hidden. So using this type of tattoo makes it easier for the seal to be carried and hidden from others so that others can't take power.
Even the VE isn't that annoying.
