i think because the rating was so high, people who usually don't like this genre/type of drama decided to give it a try and rated it low :-(

THIS exactly explains it. The fact that he has made us confused about his intentions and hate his asshole side says that the actor is doing a great job first of all and makes his character more interesting and complex rather than just a black and white good guy/bad guy (because people are never 100% good/bad in real life), or rather than being neutral, he follows his own moral agenda and that just makes the show even better.
